If you are going from a total of 4GB to 8GB then the biggest improvement you will see is the system relying less on pagefile and being able to utilise more physical memory, which will speed up the system significantly. Either way you likely won't notice too much difference between the two speeds outside of benchmarking. If you have any issues, set them to 1600. The difference between 18 isn't huge, so if it runs fine at 1866 then let it do it. It's possible to overclock it higher than its rated spec, though you may run in to some stability issues with it. Check in CPUz to see what frequency the RAM is running at, typically it wouldn't clock the slower RAM higher.
